The Gunners look set to beat off competition from Real Madrid and Barcelona to land the 26-year-old star.
The Premier League North London club already have a deal in place for Zubimendi and only an announcement is left.
“What hole is Martin Zubimendi going to fill? I don’t see a hole there,” Scholes said on The Overlap.
“I think Declan Rice can do that role [defensive midfielder]. I saw Zubimendi against United for Sociedad and I was not impressed.
“That is maybe where I am coming from in terms of doubting he can fill that hole.”
