Executive Secretary of UBEC, Hajia Aisha Garba

The Universal Basic Education Commission (UBEC) Executive Secretary, Aisha Garba, has commended the Lagos State Government and the Lagos State Universal Basic Education Board (LASUBEB) for launching the maiden NEEDS Assessment Project for public primary schools across the state.

The NEEDS Assessment is a compulsory step for all states under UBEC guidelines, providing essential data to shape the Basic Education Action Plan (BEAP) and access the UBEC matching grant.

Garba, who made the recommendation on X platform on Monday, emphasised that the evidence-gathering exercise is both timely and crucial in strengthening infrastructure, empowering teachers and improving learning outcomes for children.

She reiterated UBEC’s commitment to supporting states in adopting data-driven approaches, aligning with President Bola Ahmed Tinubu’s Renewed HOPE agenda.

The NEEDS Assessment Project aims to generate practical solutions to create conducive learning environments, improve teachers’ working conditions and strengthen administrative capacity across the system.

She posted, “I commend the Lagos State Government and LASUBEB for the launch of the maiden NEEDS Assessment Project for public primary schools across the state.

“This evidence-gathering exercise is not only timely but essential. Under UBEC guidelines, the NEEDS Assessment is a compulsory step for all states, as it provides the data required to shape the Basic Education Action Plan (BEAP), the foundation for accessing the UBEC matching grant.

“In line with the Renewed HOPE agenda of Mr. President, Bola Ahmed Tinubu, GCFR, UBEC remains committed to supporting states in adopting data-driven approaches that strengthen infrastructure, empower teachers, and improve learning outcomes for our children.

“Together, we can build a school system that truly equips every Nigerian child with the skills, knowledge, and confidence to thrive in a fast-changing world.”
