Trump Freezes $10bn Childcare, Family Support Funds To Five U.S. States

The administration of U.S. President Donald Trump has frozen more than $10 billion in federal funding intended for childcare and family assistance programmes in five states, citing concerns over alleged fraud and misuse.

According to the Department of Health and Human Services (HHS), the suspension on the states — California, Colorado, Illinois, Minnesota and New York — will remain in place while a review is carried out. Democrats govern all five states.

The HHS said the freeze affects three major funding streams: the Child Care and Development Fund valued at $2.4bn, the Temporary Assistance for Needy Families (TANF) programme worth $7.35bn, and the Social Services Block Grant amounting to $869m. Access to the funds has been restricted pending the outcome of the review.

The decision has triggered sharp political reactions, with Democratic leaders accusing the Trump administration of weaponising social welfare.

“Our kids should not be political pawns in a fight that Donald Trump seems to have with Democratic governors,” New York Governor Kathy Hochul said, describing the move as “vindictive” and “cruel.”

Illinois Governor JB Pritzker also condemned the action, calling it “wrong and cruel.”

In California, Governor Gavin Newsom’s office countered the fraud claims, saying the state has blocked more than $125bn in fraudulent activity since he took office.

The funding freeze follows similar trends in the Trump administration, which has threatened or imposed federal cuts on states and institutions over issues ranging from alleged programme fraud to diversity initiatives and campus protests against Israel’s war in Gaza.

In recent weeks, the administration has also singled out Minnesota, accusing immigrants of widespread abuse of welfare and social service programmes.

Senior officials have repeatedly criticised the state’s Somali community, the largest in the U.S., as well as Governor Tim Walz, the 2024 Democratic vice-presidential nominee, and Congresswoman Ilhan Omar, who represents a Minneapolis district.

Rights groups argue the fraud investigations are being used as a political tool to target immigrants and opponents of the administration rather than to genuinely safeguard public funds.

HHS insists the freeze is a temporary measure tied strictly to compliance reviews, but Democrats warn the decision could disrupt essential services for millions of low-income families who rely on childcare support, welfare assistance and community social programmes.
