New White House Crypto Report Omits Trump’s Key Bitcoin Reserve Promise

Donald Trump’s high-profile campaign pledge to establish a U.S. Strategic Bitcoin Reserve appears to have taken a back seat, at least for now. The latest publication from his administration’s crypto task force makes no mention of the reserve, despite it being a cornerstone of his 2024 presidential crypto platform.

Released by the Working Group on Digital Asset Markets, the report instead centres on regulatory clarity, innovation support, and expanding the Commodity Futures Trading Commission’s oversight over digital assets not classified as securities, such as Bitcoin. While these efforts aim to position the U.S. as a global hub for crypto activity, the absence of the Bitcoin Reserve initiative raises questions about the administration’s long-term commitment to its most ambitious crypto proposal.

The original plan, announced on March 7, 2025, via an executive order, outlined a vision for the United States to hold Bitcoin in a national reserve account—a modern version of gold reserves tailored to the digital age. The policy was spearheaded by David Sacks, who leads the White House’s AI and Crypto efforts, and was pitched as a way to strengthen national digital sovereignty using assets seized in legal cases.

Rather than selling off confiscated tokens like Bitcoin, Ethereum, and Tether, the proposal advocated for their storage in a U.S. Digital Asset Stockpile, with a strict promise that no taxpayer dollars would be used to purchase any of these digital assets. However, none of these initiatives appeared in the newly released report, leaving observers wondering whether the reserve strategy is delayed, abandoned, or simply omitted from the current policy focus.

Instead, the report emphasises tax reform for crypto, proposing a separate classification for digital assets under the tax code, stricter rules to prevent loopholes like wash sales, and clearer guidance for crypto firms and corporate holders.

While the administration continues to push for innovation and tighter frameworks, its silence on the Bitcoin Reserve—once a flagship promise—may lead critics to question whether symbolic pro-crypto campaign rhetoric is truly translating into strategic implementation.
