Lagos Records Over 500,000 Traffic Offences In 10 Months – Commissioner

The Lagos State Government has reported a staggering 517,394 traffic violations between May 2024 and March 2025.

This was disclosed by the Lagos State Commissioner for Transportation, Oluwaseun Osiyemi, during the annual ministerial press briefing held in Ikeja on Tuesday.

According to Osiyemi, a bulk of the infractions — 470,523 — were recorded using the state’s Automatic Number Plate Recognition (ANPR) system, in line with the enforcement of the Transport Sector Reform Law of 2018.

The ANPR is part of the broader Intelligent Transport System aimed at monitoring and penalising speed limit violations.

An additional 46,871 offences were captured using handheld Traffic Management Solution (TMS) devices. These violations ranged from operating rickety or overloaded vehicles to using unregistered, illegal, or blacklisted vehicles.

To improve safety on the road and ensure that only roadworthy vehicles operate within the state, the commissioner emphasised the continued implementation of the “No Vehicle Inspection, No Roadworthiness Certificate” policy.

This initiative is being enforced by the Vehicle Inspection Services (VIS), targeting rickety vehicles that endanger public safety.

Between May 2024 and March 2025, a total of 1,014,251 roadworthiness certificates and the same number of Proof of Ownership Certificates (POC) were issued.

Osiyemi noted that the annual issuance of POC began in 2023 to support a national database aimed at enhancing road safety and security.

In a bid to standardise driving credentials, the state has also introduced oral, computer-based, and practical tests for driver’s license applicants. So far, 1,432 international driving permits have been issued within the reporting period.

Osiyemi also revealed that the Lagos State Number Plate Production Authority (LSNPPA) is set to launch specialised number plates designed to identify and recognise persons living with disabilities.

From May 2024 to March 2025, LSNPPA produced 218,400 standard number plates for private and commercial vehicles.

The authority also manufactured 716 customised fancy plates and 347 fancy motorcycle plates, in addition to replacing over 11,000 standard plates and producing thousands of dealer, official, and articulated vehicle plates.

Highlighting infrastructure innovation, Osiyemi said LSNPPA has expanded into producing aluminium-based road furniture to support the state’s aesthetic and infrastructure development goals.

“The authority is also into the production of customised 716 fancy motor vehicle plates and 347 motorcycle fancy plates for vehicle owners, on request,” Osiyemi said.

“The authority issued 11,152 standard number plate replacements, 212 motorcycle plate replacements, and 63 standard fancy replacements to maintain accurate vehicle identification. They also produced 428 official number plates, 1,510 dealer plates and 4,000 articulated vehicle plates,” he noted.

In collaboration with the Federal Road Safety Corps (FRSC), the state is also exploring eco-friendly “Go Green” number plate solutions.

On the issue of fading plates, Osiyemi urged motorists to be mindful of harsh cleaning chemicals that degrade plate quality over time.

“We should also understand that the fading of number plates is a function of the kind of material we use to wash our cars, which is very corrosive. We should also know that man has a life span. So also are plate numbers, and they should be changed when the need arises,” the Commissioner noted.
