India to Roll Out CBDC, Says Minister Piyush Goyal

India is set to introduce a Reserve Bank of India (RBI)-backed digital currency, marking a major step toward digitising the nation’s financial system. Union Minister Piyush Goyal revealed the plan during a recent event, emphasising that the move would make transactions more efficient, transparent, and less reliant on physical cash. The initiative reflects India’s cautious yet forward-looking stance on digital assets, distinguishing between government-backed digital money and privately issued cryptocurrencies.

According to Goyal, the proposed “digital rupee” will function similarly to traditional currency but with enhanced features such as real-time traceability, improved security, and streamlined payment systems. He clarified that while India recognises the growing influence of cryptocurrencies, it does not support private tokens that lack sovereign or asset-based guarantees. “We are not encouraging cryptocurrencies that have no sovereign or asset backing,” Goyal said, noting that the digital rupee will be anchored by the RBI to ensure stability and consumer confidence.

India’s stance on private digital currencies remains measured. Although they are not formally outlawed, the government has imposed stringent taxes to deter speculative trading and safeguard investors. Currently, gains from cryptocurrency transactions attract a 30% tax, with limited deductions, while a 1% tax deducted at source (TDS) is applied on transfers above a specified limit. Goyal reiterated that these policies are designed to prevent individuals from being exposed to the risks associated with unregulated digital assets. “There is no ban, but it is taxed very heavily,” he stated. “We don’t want people to end up with cryptocurrencies that have no backing or authority behind them.”

The introduction of an RBI-backed digital rupee aligns with global trends where central banks are exploring or deploying digital currencies to modernise payment systems and improve monetary control. For India, it also represents a push toward a more inclusive financial ecosystem, where digital transactions can be executed securely and efficiently across urban and rural sectors.

In addition to digital finance, Goyal’s recent visit to Doha underscored India’s broader economic ambitions. He mentioned that discussions with Qatari officials were progressing well and expressed optimism that a Free Trade Agreement (FTA) between the two countries could be concluded by mid or late next year. Such an agreement would strengthen India’s trade ties and further integrate it into global markets, complementing its digital financial transformation.
