South-South Governors’ Forum Condemns State Of Emergency In Rivers

The South-South Governors’ Forum has expressed strong reservations about the six-month state of emergency declared in Rivers State, citing concerns that the current political situation does not meet the constitutional criteria for such a declaration.

In a statement signed by Governor Douye Diri of Bayelsa State, the Forum acknowledged the President’s duty to maintain law and order but emphasised that the Rivers State situation does not satisfy the conditions outlined in Section 305(3) of the Nigerian Constitution.

These conditions include war, external aggression, imminent invasion, breakdown of public order, existential threats to Nigeria, natural disasters, or other significant public dangers.

The Forum also pointed out that the Constitution outlines specific procedures for removing a governor, deputy governor, and members of the House of Assembly, which may not have been fully considered in the current situation.

Key Concerns and Recommendations

  • The Forum believes that the political disputes in Rivers State should be resolved through legal and constitutional means, rather than executive fiat.
  • To reduce tensions and establish a foundation for enduring peace, the Forum proposes the rescission of the state of emergency.
  • The Forum encourages all parties to remain calm, uphold peace, and respect the Constitution.

The statement concludes by emphasising that the moment for dialogue is now, and the Forum called for a peaceful resolution to the crisis.
