Otti Signs Abia State Mini-Grid Regulation Framework

Abia State Governor, Dr. Alex Otti, has signed the Abia State Mini-Grid Regulation to formalise the adoption of the framework and open up the Abia State Electricity Market to investors.
This initiative is part of the wider efforts of the Governor geared towards solving the problem of power supply bedevilling residents of the state while improving Electricity Generation and Distribution to the unserved and underserved communities across Abia State.
Recall that the Nigerian Electricity Regulatory Commission (NERC) had in June approved the transfer of regulatory oversight of the electricity market in Abia State to the Abia State Electricity Regulatory Authority (ASERA).
In a public notice posted on its X handle, the commission said the transfer complies with the amended Constitution of the Federal Republic of Nigeria and the Electricity Act 2023 (Amended).
It said the transfer followed Abia State’s compliance with the conditions precedent in the laws including notifying NERC and requesting for the transfer of the regulatory oversight.
NERC directed the Enugu Electricity Distribution Company (EEDC) to incorporate a subsidiary (EEDC SubCo) to assume responsibilities for intrastate supply and distribution of electricity in Abia State from EEDC.
“All transfers envisaged by this order shall be completed by December 24, 2025,” the regulatory body stated.
It added that, under the arrangement, it still retains the role as a central regulator with regulatory oversight on the inter-state and international generation, transmission, supply, trading and system operations.
EEDC is the power distribution company in charge of electricity supply in south-east Nigeria.
