Nigeria Repatriates Another Chinese Wanted For 11 Years

Middle: Dai Qisheng Handed Over to Chinese Authorities

The Nigeria Police Force, through the INTERPOL National Central Bureau (NCB) in Abuja, repatriated a Chinese fugitive, Mr. Dai Qisheng, to Beijing on August 15, 2025.

Force spokesperson, DCP Olumuyiwa Adejobi, confirmed in a statement on Sunday that the operation was executed in partnership with INTERPOL NCB Beijing and the Embassy of the People’s Republic of China in Nigeria.

Qisheng, identified as a gang leader wanted in Guizhou Province, fled China in 2024 after the “Public Security Bureau of Zhijin County” issued a warrant for his arrest.

Adejobi explained that the fugitive relocated to Nigeria in an attempt to evade prosecution for leading violent organised crimes.

Adejobi said, “Following his arrest, the fugitive was repatriated on 15th August, 2025 to Beijing under the established framework of police-to-police cooperation, coordinated by INTERPOL.

“This operation not only reaffirms the Nigeria Police Force’s resolve to ensure that no fugitive finds a haven within Nigeria but also reflects the strength of international partnerships in addressing the increasingly complex threats of global crime networks.”

Inspector-General of Police, Olukayode Egbetokun, welcomed the operation and restated the Force’s focus on strengthening international cooperation.

He noted that the arrest and transfer of Qisheng demonstrated Nigeria’s commitment to deny fugitives safe passage.

According to him, intelligence-sharing and operational collaboration will continue to guide the police in tackling transnational organised crimes.

In July, the Nigeria police, through the INTERPOL National Central Bureau (NCB) Abuja, arrested and repatriated a Chinese national, Mr. Chen Gaochong, who had been on the run for over six years for alleged tax fraud in his home country.

Adejobi said Gaochong’s arrest followed a joint operation between Nigerian and Chinese law enforcement agencies.

Authorities in Jiangsu Province had declared Gaochong wanted for allegedly issuing fraudulent Value Added Tax (VAT) invoices amounting to RMB 4,974,400.

The Peixian Public Security Bureau launched an investigation on March 5, 2020, revealing that the suspect generated 45 fictitious VAT invoices between May and August 2017.

Gaochong reportedly used two companies: “Linhai Guangyong Plastic Products Co., Ltd. and Linhai Beilaisi Plastic Products Co., Ltd.—to issue invoices to Xuzhou Wanfeng Plastic Industry Co., Ltd., without the knowledge or consent of the named firms”.

After his scheme was uncovered, “Gaochong fled Mainland China on November 16, 2019, through the Shenzhen Bay port to Hong Kong, and in 2019, the Peixian Public Security Bureau issued an arrest warrant for him on July 9, 2020.

“He subsequently escaped to Burkina Faso before illegally entering Nigeria in 2021” Adejobi said.

The NPF disclosed that Gaochong deliberately failed to renew his international passport to conceal his identity while residing in Nigeria.

In response to a formal request from Chinese authorities, INTERPOL NCB Abuja traced Gaochong to Lagos, where he was arrested on Tuesday, June 24, 2025.

Following diplomatic procedures under international law enforcement cooperation, the Nigeria police handed Gaochong over to Chinese authorities on Thursday, July 3, 2025.
