NCDMB Recommits To Local Content Development In Oil & Gas Industry

The Nigerian Content Development and Monitoring Board (NCDMB) has reaffirmed its commitment to building indigenous capacity in the oil and gas industry through hands-on, project-based training programmes aimed at equipping young Nigerians with industry-relevant skills.

Speaking in Port Harcourt on Tuesday at the closing ceremony of the Human Capital Development (HCD) Training Programme, the Executive Secretary of NCDMB, Engr. Felix Omatsola Ogbe, represented by the Manager of Human Capital Development, Mrs. Tarilate Teide-Bribena, praised the programme as a critical step in driving the Board’s 10-Year Strategic Road Map focused on technical capability development.

Describing the successful completion of the 12-month training as “a testament to the transformative power of the Board’s project-based HCD Initiative,” Ogbe told the 46 beneficiaries that they are not merely workers-in-waiting, but “leaders who will provide local solutions and set new benchmarks of excellence.”

He further described the training initiative as “nation-building in action.”

The HCD programme, implemented by PE Energy Limited in collaboration with Chevron Nigeria Limited and PANA Academy, covered a wide range of modules including Health, Safety and Environment (HSE), Project Management, Automation and Control, Entrepreneurship, Leadership, Teamwork, and intensive field training in oil and gas operations.

Ogbe commended the strategic partnerships involved—Chevron, PE Energy, Ambong Energy, and Dexterous Training Institute—highlighting that the collaboration had yielded tangible impacts that reflect the Board’s unwavering focus on developing home-grown expertise.

He charged the graduands to embrace their new roles with purpose, diligence, and integrity, while encouraging them to remain curious, continuously learn, and be a source of inspiration to others in the industry.

In his welcome address, Chairman of PANA Holdings, Dr. Daere Akobo, represented by Mrs. Daisy Maduagwu, said the graduation was not just an end but the beginning of a new chapter “defined by growth, knowledge, and excellence,” urging the beneficiaries to apply their training meaningfully in their professional pursuits.

Also speaking, Chairman of the Oil and Gas Trainers Association of Nigeria (OGTAN), Port Harcourt Chapter, Engr. Chika Chinwah, described OGTAN as “a baby of NCDMB” created to ensure human capital development is prioritised in every major oil and gas project.

He encouraged the graduates to leverage the quality of training they had received.

In a project overview, Country Manager of PE Energy Limited, Engr. Chukwuemeka Igilar, said the Makaraba-Utonana Gas Management Project by Chevron inspired the training initiative.

He noted the need to curb carbon emissions, stating that the gas project, currently at 80 percent completion, was designed to capture waste and convert it to energy.

According to him, the project will facilitate faster development of marginal fields, eliminate gas flaring, reduce CO₂ emissions, and boost the availability of domestic gas.

Chevron’s Capacity Building Advisor, Engr. Victor Inyere, in his closing remarks, expressed appreciation to the NCDMB for championing the programme.

He described the initiative as a major milestone in strengthening local content within Nigeria’s oil and gas landscape.
