Adamawa Assembly gives governor power to appoint Prince in place of incapacitated Emir

The Adamawa State House of Assembly has passed a bill for a law empowering the state governor to appoint a prince in place of an incapacitated emir or chief.

The bill which amends the Adamawa State Chiefs’ Appointments and Deposition Law, number 20 of 2025, expressly gives powers to the governor to appoint a prince from the ruling house to act in place of the incapacitated emir or chief during the period of incapacitation.

The bill stipulates that the governor is to make his choice from three nominees provided by the traditional councils of any affected emirate or chiefdom.

The passage of the bill followed the adoption of the report of the House Adhoc Committee on the bill headed by the Deputy Speaker, Mohammed Jijiwa.

In its report, the committee recommended that “the traditional council in consultation with the Governor may appoint a person to act in the place of an incapacitated chief/emir during the period of incapacitation”.

The person appointed is to take up all the duties/functions of the incapacitated chief or emir, but shall stop acting immediately the chief/emir is certified recovered by a medical doctor from a government hospital.

Specifically, the bill provides that “if a chief/emir absents himself from official functions for three times consecutively or absents himself for three times within a period of 12 months on grounds of ill health, the Council shall in consultation with the governor and in line with the existing customs/tradition appoint a person as provided in sections 6(f) of this law”.

After the adoption of the report, the Majority Leader of the Assembly, Kate Raymond Mamuno, moved for the third reading of the bill and was seconded by Haruna Jilantikiri.

Thereafter, the Speaker, Bathiya Wesley, announced the passage of the bill and directed the clerk of the Assembly to prepare a clean copy of the bill for the attention of Governor Ahmadu Fintiri.

Highlighting the merits of the legislation, the Majority Leader explained that the inputs collated during recent public hearing and the ones in the principal law were harmonised to tie up the bill.
